Manchester City has made an official bid for West Ham United captain Declan Rice, marking their entry into the race to sign the player. Rice, who recently helped West Ham win a major trophy after a 43-year drought, has attracted interest from Arsenal, but their previous bids have been rejected by West Ham. City aims to outmanoeuvre Arsenal by submitting their own offer, which includes £80 million in guaranteed money and an additional £10 million in potential add-ons.
West Ham’s majority owner, David Sullivan, has acknowledged that Rice is likely to leave the club this summer. The 24-year-old midfielder has expressed his ambition to play in the Champions League and compete for trophies regularly. However, West Ham is adamant that any transfer will only happen if a club is willing to pay a fee exceeding £100 million. While City’s bid falls short of that amount, it reportedly offers a larger upfront sum compared to Arsenal’s offer, which involved payments spread over several years.

Rice has around two years remaining on his current contract, as West Ham holds an option to extend it beyond the summer of 2024. The player has become highly sought-after in European football, attracting interest from other top clubs such as Manchester United, Bayern Munich, and Chelsea, the latter being the club where Rice was released from their academy at the age of 14.
West Ham is yet to respond to City’s bid, and it’s important to note that the offer does not include Kalvin Phillips in any capacity. Phillips, the England international who joined City from Leeds United for £42 million, has struggled to secure regular playing time at the Etihad Stadium and is considered one of the potential replacements for Rice.
Additionally, West Ham has shown interest in Joao Palhinha from Fulham. Palhinha had an impressive debut season in the Premier League after deciding to leave Portuguese giants Sporting CP. It remains to be seen how West Ham will navigate the transfer negotiations and whether City’s offer will meet their valuation for Rice.
